General: 
 
The City of Claremont, NH (hereafter referred to as the “CITY”) invites qualified firms to submit proposals for the Bobby Woodman Rail Trail Trestle Bridge Decking Project (hereafter referred to as the “CONTRACTOR”). Details of the project will be covered in the scope of work section of this document.
 
Instructions: 
 
Proposals must be submitted in a sealed envelope no later than 1:00 P.M. EST on Friday, September 26th, 2025

Envelope must be clearly marked “Bobby Woodman Rail Trail Trestle Bridge Decking Project” Proposals will be opened publicly at that time. Unsealed, late, emailed, or faxed proposals will not be accepted.
 
CONTRACTORS submitting proposals are responsible for being totally familiar with the City of Claremont and the project requested.

Scope of Work:
 
Project: Bobby Woodman Rail Trail Trestle Bridge Decking Removal, Structural Repairs, and Installation of New Decking.
 
Project Overview
The purpose of this project is to remove and replace deteriorated decking on a designated section of the trestle bridge located along the rail trail. The work includes the safe removal and disposal of the existing decking, structural repairs or replacement as needed, installation of new pressure- treated (PT) lumber decking, and coordination of pedestrian trail closures to ensure public safety during construction.
 
Work to be Performed The selected contractor shall:
 
Removal and Disposal
Safely remove all existing decking materials.
Dispose of all removed materials in accordance with local, state, and federal regulations.
 
Structural Repairs
Inspect all structural support beams after decking removal.
Repair or replace any critical structural support beams that are damaged, weakened, or not in compliance with current safety standards.
Use structural-grade lumber or equivalent approved materials.
 
Decking Installation
Supply and install new minimum 2x6 pressure-treated lumber decking.
Install decking in accordance with industry’s best practices, manufacturer’s specifications, and applicable building codes.
Ensure a uniform, level, and secure walking surface.
 
Pedestrian Safety and Trail Closure Coordination
Provide a detailed work schedule, including the anticipated dates and times for trail closure.
Post advance public notices regarding trail closure at least 7 days prior to start of work.
Erect physical barriers and signage to prevent pedestrian access to the work zone during construction activities.
 
Labor and Materials
Provide all labor, equipment, tools, and materials required to complete the work.
Deliverables
Completed deck installation meeting all specifications.
Final inspection approval from project manager or designated representative.
 
Standards and Compliance
All work shall conform to applicable building codes, safety standards, and environmental regulations.
 
CONTRACTOR shall always follow OSHA safety requirements.
 
The CONTRACTOR must supply the CITY with a warranty period of no less than one year.
 
Comprehensive General Liability, including Completed Operations Coverage - $1,000,000 per occurrence/ $2,000,000 Aggregate – CITY must be named as an additional insured.
 
Motor Vehicle Liability - $1,000,000 combined single limit – CITY must be named as an additional insured. Coverage must include all owned, non-owned and hired vehicles.
 
Worker’s Compensation on all workers providing services under this Agreement; Employer’s
 
Liability with limits in an amount no less than statutory limits.
 
All Subcontractors, as agents of CONTRACTOR under this Agreement, are subject to the same insurance requirements as the CONTRACTOR.
 
Excess Liability in the minimum amount of $3,000,000 each occurrence – CITY must be named as an additional insured.
 
Proposals will be accepted that deviate from the Scope of Work, but all such submissions must specifically state exceptions to the Scope of Work on their own page labeled “Exceptions.”
