Job Summary 

Under the direction of the Planning & Development Director, the Business Development Specialist supports the City’s economic development, business retention, and small business support efforts. The Specialist conducts outreach to existing and prospective businesses, assists entrepreneurs in navigating municipal processes, supports downtown and City Center initiatives, and prepares research, reports, and project materials to advance the City’s economic development goals.

Essential Job Functions

  • Conduct outreach to existing and prospective businesses to assess needs, identify challenges, and support retention and expansion efforts.
  • Manages the City’s website content and maintenance and develops promotional materials and campaigns to position Claremont competitively.
  • Support small business development and downtown revitalization initiatives through planning assistance, multi-channel marketing support, and coordination with City departments.
  • Assist entrepreneurs and property owners by providing accurate information regarding permitting, zoning, and municipal processes.
  • Coordinate with real estate professionals, property owners, and City staff to maintain and update inventories of available commercial and industrial properties.
  • Conduct city tours for prospective businesses and assist with site evaluations.
  • Assist in identifying grant opportunities and support grant proposal development as part of the Planning & Development team.
  • Collect, analyze, and summarize data; prepare reports and presentations for internal review.
  • Prepare written reports, correspondence, and documentation related to business development activities.
  • Attend meetings, support committees, and perform related duties as assigned.

Desired Minimum Qualifications

Bachelor’s degree in business development, marketing, public administration, or a related field; plus, a minimum of two (2) years of experience in municipal, state, or federal government, or in business development. An equivalent combination of education, training, and experience may be considered.

Necessary Knowledge, Skills, and Abilities

Knowledge of marketing principles; grant identification and proposal development; research and data analysis techniques; and municipal permitting and planning processes.

Ability to analyze data, prepare reports, communicate effectively in writing and verbally, maintain records, manage multiple priorities, build effective working relationships, and provide professional customer service.

Skill in Microsoft Office applications, research and data compilation, report preparation, and use of standard office equipment.

Supervision

Supervision Received: Works under the general direction of the Planning & Development Director.

Supervision Exercised: None; may assist with coordination of projects or interns as assigned.

Licensing & Certification

Must maintain a valid motor vehicle operator’s license.

Must maintain any required approvals and designations as required.

Tools & Equipment Used

Computer, Microsoft Office Software, accounting software, motor vehicle, telephone, calculator, copy machine, fax machine, etc.

Typical Work Environment

Inside: 60%     Outside: 40%

Summary of Occupational Exposures

May be exposed to cleaning fluids, copier toner, etc., as well as exposure to construction equipment, sunlight, insects, domestic and wild animals, and all New England weather conditions.

Compensation & Benefits

This position is classified as Level 7 under the City’s Merit Plan Job Classification System, with an hourly pay range of $18.80–$32.14, dependent on qualifications and experience.

This position is a bargaining unit position represented by Teamsters, and all applicable provisions of the Teamsters collective bargaining agreement apply.
