Farwell Block Dental Center Expansion

The Claremont Development Authority invites sealed bids for renovations and additions to the Farwell Block located at 46–54 Opera House Square, Claremont, NH, in accordance with the Plans, Specifications and Contract Documents prepared by Weller & Michal Architects, 71 Main Street, Harrisville, NH. Bidders must hold their bids open for a period of 90 days.  A single contract will be issued to the General Contractor.  Bidders must provide a 5% bid bond and a 100% Performance and Payment Bond will be required prior to Contract Execution.

Scope of Work:     Portions of the building will be occupied and remain operational for the duration of the Project.  The Work includes but is not limited to:
Landlord improvements allowing for tenant occupancy of the third floor of the Farwell Block Building located at 46–54 Opera House Square.  Construction of a separate means of egress stair and a common ADA elevator to facilitate ADA pedestrian access from the municipal courtyard to the third floor of Farwell Block as well as three levels of 56 Opera House Square.  Installation of underground electrical and communications services from new utility infrastructure to be built on Tremont Street by the local utility (Eversource).

Funding:  Funding for this project includes funds from the Community Development Block Grant (CDBG) Program administered by the New Hampshire Community Development Finance Authority under the provisions and subject to the requirements of Title 1 of the Housing and Community Development Act of 1974 as amended.  The Claremont Development Authority will act as the CDBG Administrator for the Project on behalf of the City of Claremont.

Site Visit:   All bidders are required to visit the site prior to submitting bids.  Bidders are strongly encouraged to attend the site visit with the Owner’s Representatives on January 29, 2019 at 2:00 PM.   Bidders who are unable to attend the scheduled site visit must contact the Owner to arrange a visit to the property no later than February 1, 2019.  Bids will not be accepted unless the Owner has documented the bidder’s site visit.

Bids: Submit bids as indicated in the Instructions to Bidders.  Bids shall be accompanied by a Bid Bond and all documentation requested in the specifications.  Bids will be received at the City Manager’s Office at 58 Opera House Square, Claremont, NH at 2 PM local time, February 19, 2019 at which time they will be publicly opened and read aloud.   If mailed, bids must be received no later than the time and date stated above.  The Owner reserves the right to reject any and all bids and to waive any informality in the bid.

Contract Completion Time:  Owner anticipates releasing the Notice to Proceed on February 26, 2019.   The Contractor must attend a Pre-Construction Conference following the Notice to Proceed.  The Contractor is expected to achieve Substantial Completion of the Project within 40 weeks.

Copies of the CONTRACT DOCUMENTS may also be obtained at the office of Weller & Michal Architects (71 Main Street, Mill #2, Harrisville, NH 03450), upon payment of $ 100 for each set.  The Cost of documents is non-refundable.

Funding for this project includes federal funds and is subject to all federal requirements, including, but not limited to Davis-Bacon Wage Rates. The City of Claremont, NH invites qualified firms to submit proposals for HVAC for Fiske Free Library Building. Details of the scope of work are included in the bid specifications.

INSTRUCTIONS TO BIDDERS: Proposals must be submitted in a sealed envelope no later than 2:00 pm on November 30, 2018, c/o City Manager’s Office, City Hall, 58 Opera House Square, Claremont NH 03743. Envelope must be clearly marked "Sealed Proposal for Library HVAC 2018.” Proposals will be opened publicly at that time.

Firms submitting Proposals are responsible for investigating the work site to become totally familiar with the existing site and current conditions.
