The City of Claremont, NH invites qualified firms to submit proposals for HVAC for Fiske Free Library Building. Details of the scope of work are included in the bid specifications.

INSTRUCTIONS TO BIDDERS: Proposals must be submitted in a sealed envelope no later than 2:00 pm on November 30, 2018, c/o City Manager’s Office, City Hall, 58 Opera House Square, Claremont NH 03743. Envelope must be clearly marked "Sealed Proposal for Library HVAC 2018.” Proposals will be opened publicly at that time.

Firms submitting Proposals are responsible for investigating the work site to become totally familiar with the existing site and current conditions.

 REQUEST FOR QUALIFICATIONS (RFQ)

TITLE: GENERAL FACILITY MAINTENANCE – SAWTOOTH GARAGE

GENERAL DESCRIPTION OF THE WORK REQUIRED

The City of Claremont is seeking general facility maintenance for the Sawtooth parking garage.   These services would include:

o    spring & fall clean up
o    regular maintenance of entrance area –mowing and snow shoveling
o    salting and sanding as needed
o    weekly trash removal
o    keep all roof /floor drains clear of debris
o    small maintenance projects as needed

Bid may also include:
o    spot sidewalk snow shoveling as needed to ensure pedestrian safety around the garage area

Proposals must conform to the requirements of this Request for Qualifications (RFQ). The City reserves the right to waive any irregularity in any proposal, or to reject any proposal that does not comply with this RFQ.

In the Proposal, please include the following contents:

List of qualifications in an envelope marked “SAWTOOTH MAINTENANCE”:

1.    State how long the individual/business has been operating.
2.    Do you have equipment necessary for applicable jobs?
3.    Please list at least three references with contact information.
4.    What work has been done for the City of Claremont if any in the past?  Please list dates and activities.  
5.    What is the estimated lead time for a return phone call?  Specify how many employees there are.  Do all perform the same duties?
6.    Provide proof of comprehensive general liability insurance - $1,000,000 per occurrence/ $2,000,000 aggregate

In a separately sealed envelope and marked “SAWTOOTH PRICING”:

1.    Spring and Fall clean-up cost, cleaning all floors and decks of accumulated debris;
2.    Regular lawn care service; cost per job or cost per hour (if per hour specify anticipated man-hours dedicated to perform each task to complete the project);
3.    Regular winter shoveling service; cost per job or cost per hour (if per hour specify anticipated man-hours dedicated to perform each task to complete the project);
4.    Weekly trash removal service; cost per job or cost per hour
5.    Small maintenance projects – cost per hour
6.  Stipulate the name of the prime contact person who will have overall responsibility for the project.

GENERAL DESCRIPTION OF THE WORK REQUIRED

The City of Claremont is seeking the services of a qualified professional lawn care/ landscape business to provide the following services at the Visitors Center located at 14 North Street:

o    initial spring clean up
o    spot mulching
o    some planting
o    regular maintenance of grounds surrounding Visitor’s Center
o    regular landscape and irrigation maintenance services
o    necessary fall clean up

Bid also will include:
o    spot mowing or weed whacking as needed in the City Center
o    mowing entrances to Syd Clarke and Ashley’s Landing industrial parks

The City of Claremont is also seeking the same firm or individual to provide winter maintenance duties for the Visitors Center and the Fiske Free Library. These duties may include but are not limited to:

o    Shoveling main walkways & sidewalks to the Visitor Center and the Fiske Free Library (including library stairs) during winter months during hours of operation
o    Shoveling stairway from the Visitor Center to the park
o    Spot shoveling as needed in the City Center
o    Salting or sanding as needed on the walkways and/or stairways

GENERAL DESCRIPTION OF THE WORK REQUIRED

The City of Claremont is seeking proposals for Vegetation Control on select Islands, Curbs, and Sidewalks in the city. The areas for treatment are not 100% weed covered. For estimating purposes, the linear feet to be covered is approximately 76,000 ft. Areas will include sidewalks designated annually as well as areas within the City Center along Main Street, Opera House Square, Broad Street, Water and Pleasant Streets, as well as vegetation control around selected city parks.

This proposal requires the selected firm to:  

o    Provide two applications of non-selective herbicide on or about mid June and followed with a second application on or about late July/early August.
o    Obtain all necessary licenses and permits for treatments, and provide copies of licenses and permits to the City of Claremont.
o    Make applications in compliance with all State of NH and Federal laws.
o    Provide proper traffic control if needed.
o    Provide copies of labels and MSDS sheets on proposed materials to be used.
o    Provide pre-notification to the City one week prior to treatment.
o    Provide at no charge if needed a service call program to retreat areas that did not respond to treatment.

Proposals must conform to the requirements of this Request for Qualifications (RFQ). The City reserves the right to waive any irregularity in any proposal, or to reject any and all proposals.

4.    Provide proof of comprehensive general liability insurance - $1,000,000 per occurrence/ $2,000,000 aggregate – City of Claremont must be named as an additional insured.

Invitation to Bid

Farwell Block Dental Center Expansion
The Claremont Development Authority invites sealed bids for renovations and additions to the Farwell Block located at 46–54 Opera House Square, Claremont, NH, in accordance with the Plans, Specifications and Contract Documents prepared by Weller & Michal Architects, 71 Main Street, Harrisville, NH.
Bidders must hold their bids open for a period of 90 days. A single contract will be issued to the General Contractor. Bidders must provide a 5% bid bond and a 100% Performance and Payment Bond will be required prior to Contract Execution. Scope of Work: Portions of the building will be occupied and remain operational for the duration of the Project.
The Work includes but is not limited to:
  • Landlord improvements allowing for tenant occupancy of the third floor of the Farwell Block Building located at 46–54 Opera House Square.
  • Construction of a separate means of egress stair and a common ADA elevator to facilitate ADA pedestrian access from the municipal courtyard to the third floor of Farwell Block as well as three levels of 56 Opera House Square.
  • Installation of underground electrical and communications services from new utility infrastructure to be built on Tremont Street by the local utility (Eversource).
Funding: Funding for this project includes funds from the Community Development Block Grant (CDBG) Program administered by the New Hampshire Community Development Finance Authority under the provisions and subject to the requirements of Title 1 of the Housing and Community Development Act of 1974 as amended.
The Claremont Development Authority will act as the CDBG Administrator for the Project on behalf of the City of Claremont.
Site Visit: All bidders are required to visit the site prior to submitting bids. Bidders are strongly encouraged to attend the site visit with the Architect and Owner’s Representatives on October 24rd, 2018 at 2:00 PM. Bidders who are unable to attend the scheduled site visit must contact the Owner to arrange a visit to the property no later than October 26th. Bids will not be accepted unless the Owner has documented the bidder’s site visit.
Bids: Submit bids as indicated in the Instructions to Bidders. Bids shall be accompanied by a Bid Bond and all documentation requested in the specifications. Bids will be received at 58 Opera House Square, Claremont, NH at 2 PM local time Friday, November 9th, 2018 at which time they will be publicly opened and read aloud. If mailed, bids must be received no later than the time and date stated above.
The Owner reserves the right to reject any and all bids and to waive any informality in the bid.
Contact Completion Time: Owner anticipates releasing the Notice to Proceed on November 21st, 2018. The Contractor will attend a Pre-Construction Conference on November 28th and achieve Substantial Completion of the Project within 32 weeks.

Funding for this project includes federal funds and is subject to all federal requirements, including, but not limited to Davis-Bacon Wage Rates.
