Central Collections is generally the department that receives taxes and license (excluding drivers) related fees. The department’s secondary purpose is to keep records required by statute. The following is a list of payments and permits accepted by this department.

Vehicle Registration
New Resident Requirements:
New New Hampshire residents must obtain a New Hampshire Drivers License and Automobile Registration within 60 days ( RSA 261:45 & 263:35 ).
If your vehicle is less than 15 years old, you must present the current title and registration on your vehicle as well as proof of residency. Proof of residency can be a rent receipt, utility deposit or bill, lease agreement or mail addressed to your street location in Claremont. If you have a lien holder on your vehicle, bring the current registration, current mileage on the vehicle and name and address of the lien holder and your vehicle can be registered.
Any vehicle over 15 years old will require proof of residency, bill of sale, plus one of the following documents:
- Previously issued New Hampshire Registration
- Valid NH or out of state title
- Verification of Vehicle Identification Number (Form 19A )
All new registrations must be completed at the State of New Hampshire, Department of Safety office of your choice.

New Vehicle Purchase Requirements :
Present the current title or title application for vehicles less than 15 years old, supplied by the seller of the vehicle. You will need the bill of sale, and one of the above mentioned documents on vehicles older than 15 years old. New plate registrations must be completed at the State of New Hampshire, Department of Safety office of your choice. If you wish to transfer plates from a vehicle that you currently have registered to you, present that registration, so that you can be given any credit remaining from that registration toward the new vehicle. Straight transfers of plates can be completed at the Claremont Central Collections office.
Renewal of Existing Registration Requirements:
All registration renewals are good for a 12 month time period. A notice will be sent by mail of your renewal with all pertinent information two weeks before your month of registration. You have until the end of the month of registration to complete your renewal and you have the option of doing your registration renewal by mail or in person at the office.
Vital Records
The records of all Claremont births, marriages and deaths are recorded by the City Clerk.
Genealogy records in Claremont cover 1755 to 190l for births and 1755 to 1947 for marriages and deaths, though genealogy research should be pursued at the Fiske Free Library.
Certified copies of vital records are $12.00 for the first copy and $8.00 each for any additional copies of the same record. The $12.00 fee is charged, even if the requested record is not found. If you are not certain as to the city or town where the event took place, the State of New Hampshire, Department of Health and Human Services in Concord, New Hampshire has all NH records.
Birth Certificates:
You may obtain a certified copy of a birth record by appearing in person or by mailing a written request.
The written request must contain the name at birth, date of birth, parent’s names and a copy of a driver’s license or other ID. The request must be accompanied by the applicable fee and a self addressed stamped envelope. You have the option of the wallet or standard size copy. The wallet size can be laminated for an additional $1.00.
Marriage Licenses:
A couple applying for a marriage license in New Hampshire can file in any city or town office. If this is their first marriage the couple must provide proof of age, such as a driver’s license. The bride and groom must be 18 years of age. If this is not a first marriage, identification is needed as well as a copy of a final divorce decree or death certificate, whichever applies. There is a three day waiting period in New Hampshire and the couple must come to the clerk’s office together to file. The license application is $45.00 and is valid for 90 days.
The officiate completes the license after the ceremony and returns it to the city or town of application. The married couple may obtain a certified copy of their marriage certificate for the certified copies fee of $12.00.
Death Certificates:
Death records are registered in the city or town where the death occurred. Immediate family members of the deceased may obtain certified copies of the death certificate by making application in person or by written request with the required fee of $12.00 for the first copy and $8.00 each for any additional copies of the same record.

PROPERTY TAXES
The property tax year in the State of New Hampshire is April l through March 31 of the following calendar year.
Property Taxes:
The City of Claremont issues property tax bills semi-annually in February and September. Bills are due in 30 days. It is the responsibility of the property owner to notify the Assessing Department in the event they do not receive the original bill, so that a duplicate bill can be issued timely to avoid late charges. All property tax bills unpaid are subject to interest of 12% per annum.
If you are elderly, disabled, blind, a veteran or veteran’s spouse you may be eligible for a taxexemption, creditor deferral. For detailed information contact the Assessing Department. Tele: 603-542-7004.
Water/Sewer Taxes:
Water and Sewer bills are issued semi-annually in December and June. The bills are due in 30 days. The bills are calculated from the meter readings taken at the individual properties. Unpaid bills are subject to interest of 12% per annum.
Dog Licenses:
All dogs three months and older must be licensed.
Dog licenses are issued annually and expire on May 1. You must present a valid rabies certificate and a neutering or spaying certificate, if applicable.
Fees:
Dogs are required by law to be restrained at all times. Unrestrained dogs will be picked up and detained. Owners will be required to pay a release fee of $25.00.
Neutered Male or Spayed Female: $6.50
Male or Female: $9.00
Puppy (7 months or younger): $6.50
Senior Citizens (65 years or older): First dog is registered at $2.00. Any additional dogs are registered at the fee listed above.
A kennel license is issued for 5 or more dogs at a fee of $25.00. A kennel is required to meet zoningregulations.
VOTER REGISTRATIONS AND ELECTIONS
Registering to vote allows you to participate in the local, school, state and federal election process. The City of Claremont has three voting wards and the polls are open from 8:00am to 7:00pm on Election Day. You can register to vote anytime at the Central Collections Office, the day of the election at the polls, or at the supervisors of the checklist meeting. The supervisors meetings are advertised in the local paper.

Transfer Station Tickets
The transfer station is open Saturdays and Tuesdays from 8:00 AM to 4:00 PM.
Claremont residents can purchase transfer station tickets at the Central Collections Office or Golden Cross Ambulance 1 Lincoln Heights ( 542-2244) . These punch cards are used to bring rubbish to the landfill. The Claremont Transfer Station does not accept construction and demolition material from commercial haulers and vehicles that have a gross vehicle weight over 19,000 lbs. These materials can be taken to GDS, Inc., Newport, New Hampshire .
Fees for Use of the Claremont Transfer Station:
- No charge for Recycled Items
- Cardboard, Mixed Paper, Mixed Containers
- $3.00 per bag of rubbish
- Up to the equivalent of a 30 gallon bag, not weighing more than 30 lbs.

Liens
IRS Liens:
If any person liable to pay any tax neglects or refuses to pay the same after demand, the amount shall be a lien in favor of the United States upon all property and rights to property, whether real or personal, belonging to such person.
These liens are recorded in the office of the City Clerk/Central Collections.
Medical Assistance – Old Age Related Liens:
The State of New Hampshire files a medical assistance/old age lien with the city or town where the recipient was a resident. (RSA 167:14 and 167:16). Under the law the Register of Deeds and the City Clerk shall keep the record of such notices without charge and enter an acknowledgment of satisfaction upon the written request from the Commissioner of the New Hampshire Department of Health and Human Services
Hospital Liens:
Every town or city clerk shall, at the expense of the city, provide a recording system to be called the Hospital Lien in which shall be entered the name of the injured person, firm or corporation alleged to be liable for the injuries, the date of the accident and name of the hospital or institution making the claim. The clerk shall index the same and be paid $15.00 by the lien claimant for such filing. RSA 448-A:4.
